Concealer can go on before or after foundation - usually for undereye circles or discoloration.





Foundation - to even out skin tone - can be applied lightly all over - blend well at hairline and neck if you do!





Powder - on last to set your makeup and make it last longer.





I wouldn't do powder or concealer over my whole face...if you have even skin tone, you may not need anything
Concealer helps to cover little blemishes or zits... so I usually just put a dab on each one and blend... then I put a little foundation all over my face to even out the skin tone.... I don't think powder is necessary after all that, because it will be noticeable that you're wearing a lot of make-up and it might dry out your face. The only reason I would use it would be to cover up shine on my face, but only a tiny bit, and make sure to BLEND everything!
